The four Class 209/Type 1500 SSKs of the Indian Navy are already undergoing upgrades at MDL. All that have been issued are RFIs. RFP is different from RFI. RFP also means global tender. The news report clearly says that the RFIs have been sent to the Ruskies, French and Germans AMONG OTHERS. Fincantieri comes in the category of AMONG OTHERS. Even if Rosoboronexport receives the RFI, it is contractually bound (with Fincantieri) to presdent the joint offer for the S-800 SSK. The Rubin Central Marine Design Bureau itself has officially confirmed this a number of times. The two most technologically advanced offers will definitely come from Fincantieri (S-800) and Armaris (SMX-23).
